Prior to the events of Twilight Princess,one of the Twili, overthrew Midna from her throne and placed a curse on her, giving her the imp form that she maintains for most of the game and depriving her of the magical powers that are granted to the leader of the Twili.

Zant, the Usurper King, was only able to destroy the mirror into fragments, and it's only Midna's true powers that can completely obliterate the Mirror.
